Beacon Village is a 10-cabin, low-barrier micro-village shelter serving adults experiencing homelessness. We provide transitional shelter and supportive services in a small community setting designed to promote dignity, stability, personal responsibility, and movement toward permanent housing.

About This Position

Due to county budget cuts, Beacon Village will conclude shelter operations around February 2027. We are seeking an experienced Program Manager to lead and support our program team through our remaining months of operation and help ensure an orderly, thoughtful program closure with compassion and grace. This is a temporary position expected to continue through March 2027.

The Program Manager works closely with the Executive Director to oversee Beacon Village's programs, provides direct services to villagers, and supervises staff providing direct services.

This position is responsible for maintaining high-quality service delivery, supporting a healthy and accountable organizational culture, ensuring compliance with contractual requirements, and maintaining continuity of program operations.

During Beacon Village's final months of operation, the Program Manager will also help support staff and villagers through the transition and assist the Executive Director with an orderly program closure.

Responsibilities

Program Development & Implementation

  • Assist the Executive Director in implementing evidence-based, needs-responsive programs for villagers.

  • Develop and facilitate structured group discussions and village meetings.

  • Create and facilitate recovery-oriented and self-help programming that encourages personal growth and community engagement.

  • Provide direct case management support and assist with village coordination as needed to ensure continuity of services and smooth operations.

Program Management & Supervision

  • Conduct screenings and interviews with prospective villagers and oversee villager onboarding and exit processes, ensuring clear communication of expectations, guidelines, and available support.

  • Serve as a boundary spanner, representing Beacon Village's values and culture in internal and external communications.

  • Support the Executive Director in maintaining a strong, values-driven village culture grounded in equity, accountability, healthy communication, and appropriate professional boundaries.

  • Contribute to the implementation of trauma-informed, restorative program policies and procedures.

  • Provide direct supervision to program staff through regular guidance, performance feedback, accountability, and professional development.

  • Ensure assigned staff responsibilities are completed and address performance or operational concerns promptly.

  • Plan, coordinate, and support appropriate training and continuing education opportunities for program staff.

  • Review villager case files weekly to ensure completeness, accuracy, and timely documentation.

  • Maintain regular awareness of village conditions and day-to-day program operations, identifying and communicating emerging concerns to the Executive Director.

  • Support staff and villagers through Beacon Village's planned closure and assist with transition activities as needed.

Administrative & Compliance

  • Oversee villager files.

  • Partner with the Operations Manager to assess and improve systems that support program operations, communication flow, accountability, and service quality.

  • Communicate significant program, staffing, safety, or operational concerns to the Executive Director in a timely manner.

Security & Safety

  • Review security camera footage as needed in response to incidents or safety concerns.

  • Monitor neighborhood and village conditions and proactively communicate emerging risks to the staff team and Executive Director.

  • Ensure key fobs and other access tools are recovered when a villager exits the program.

  • Support program staff in responding appropriately to incidents, safety concerns, and violations of village expectations.

Qualifications

Required

  • Bachelor's degree in Social Work or a related human services field. Documented extensive relevant experience working with individuals experiencing homelessness may substitute for formal education.

  • Two years of experience working in a shelter setting or with individuals experiencing homelessness.

  • One year of experience in program development or program management.

  • Two years of management or supervisory experience.

Desired

  • Alcohol and drug treatment or recovery-support experience.

  • Shelter operations experience.

  • Street outreach or advocacy experience.

  • Strong emotional regulation and the ability to remain effective during challenging situations.

  • Ability to work effectively with individuals who have varying communication styles, needs, and skill levels.

  • Ability to establish and maintain clear professional boundaries.

  • Ability to hold constructive and direct conversations about unhealthy, unsafe, or inappropriate behavior.

  • Strong supervisory skills, including the ability to set expectations, hold staff accountable, and address performance concerns.

  • Sound judgment and the ability to recognize when concerns require escalation to the Executive Director.

  • Strong understanding of the importance of healthy organizational culture.

  • Ability to work independently while maintaining clear and timely communication with the Executive Director.
